The NIH Manuscript Submission system (NIHMS) is a platform that facilitates the submission of peer-reviewed manuscripts from authors, PIs, and publishers for inclusion in PubMed Central (PMC) in support of the NIH Public Access Policy.

The NIHMS system must be used for manuscripts that require the use of submission Methods C and D. In the case of Method C, authors and their delegates use the system to upload manuscript files and provide approvals of those files. In the case of Method D, authors use the system to provide approvals of manuscript files uploaded by a publisher.
